I'd get a 12.6 volt transformer, they are fairly common. I don't know how much current, that is dependent on the requirements for the drill. Probably 10 amps is a start. Then put a 10 amp full wave bridge on the transformer secondary. That will give you about 13-15 volts DC. Give it a try.
