Meredith P asked Will overloading an AC-to-DC converter cause it to fry permanently?

I have an AC-to-DC converter that I use in my car. I plug it into my cigarette lighter and then I can plug wall chargers into it. It says it's limited to 75 watts. A few weeks ago my friend tried to run my laptop off it, and the power kept flickering, so I guess it was more than 75 watts. Now I noticed the converter doesn't work anymore. Could it be permanently fried from the overload or could it have broken for another reason? Mostly I want to know if I should blame my friend or not!

And got the following answer:

check to see if the cigarette lighter still works, these are notoriously defective, usually a 15 amp fuse, can be easily replaced
