A bench sander with a belt and disc sanding area. Maybe a bench drill press. Cordless drill and bits. All of these items run around 100-150 dollars each. Stay away from Sears power tools. Their hand tools are guaranteed for life, but their power tools are the pits. I know from bad experience. Go with Delta or Dewalt. Home Depot has a line of tools called Rigid (or is that Lowe's)? I haven't heard anything bad about that line. Watch for last minute sales at Lowe's and Home Depot. Last year I got the nicest set of sockets and accessaries for 20 bucks on Christmas Eve at Lowe's. Anyway, hope this helps. If nothing else, get him a 100-200.00 gift certificate at Lowe's/Home Depot and let him go wild.
