I have been looking around for the Sun Reaper control unit and I found this British site that I will post below. I think what you may have there is the pump control unit that circulates water in the system from the solar collector on the roof to the hot water heater or storage vessel. They seem to primarily offer systems with oil or gas backup heaters on their site but make some reference to at least one electrical backup system they have installed to maintain hot water availability in off peak collection times. So that may be an electric module to control an electric backup water heater, or more likely just an old pump controller with a British ac plug that could be easily confused for a US 220 plug. If the device looks old it may be one of their discontinued models, and to reinforce this concept they appear to be using something with the brand name Genersys currently as the PDF will show.
