You didnt list the model. Most laptops have fan speed regulated by temperature. If the fan doesn't kick in when the laptop gets hot, check the connections, or replace the fan. 65C is WAY too high to operate. There is no reason for the chip to get this hot unless there is a short on the Mobo. It may be time to get a new laptop.
