You do not want to cover the entire top, as you still want adequate ventilation and a place for the heat lamp, of course. The most aggressive way to keep humidity at proper levels is to buy an automatic fogger or mister system with a regulator attachment. The regulator will kick the fogger/mister system on and off accordingly to maintain whatever humidity level you've set it for. If you just get the fogger/mister system itself, you would still have to manually turn the unit on and off to maintain humidity in the enclosure, which is not much different that having the spray the tank down all the time by hand.
