I am trying to connect a kapton heater with basic wire connections to a temperature controlling device with an output of: 16A SPDT relay @ 250 VAC resistive. Not sure how to do it.

The output is just a set of switch contacts. SPDT is single pole, double throw -- i.e., changeover. When the temperature is below the set point, C (common) will be joined to NO (normally open). When the temperature rises above the set point, C will be joined to NC (normally closed). There may even be a diagram showing how the switch contacts behave. You can check what is connected to what with an AVO, and change states by adjusting the temperature setting and/or training a hair drier on the sensor. But basically, you want to take a live feed from the supply to C, the live feed to the heater from NO, and join the two neutrals together. That way the heater will turn off when the temperature exceeds the set point. The contacts are rated to switch up to 16 amps at up to 250 volts. Whatever supply you use has to be the same voltage as the heater is expecting, and the heater cannot draw more than 16 amps.
