Some cheap quality lighting products run them at higher than rated temperatures to get more light, and this causes them to burn out more frequently, but these temperatures are typically not warm enough to cause problems. Because of the way LEDs operate, they are not usually a fire hazard. They are almost always connected to a current-limited source, so even if you short one out, you won't overload the system. All of the heat is conducted out through the metal leads of the LEDs. You can safely paint or otherwise cover them without worrying about heat. If you want to paint them, look into the water-base "stained glass" colors they sell at craft stores. These are usually quite transparent and make good tints for lights. Leave them on for an hour or so and feel the surface of the lights to judge for yourself if they are running hot.
